A complete personnel service provided for settings, schools/academies, headteachers and governors. What this service includes:

Advice to the headteacher and governors on personnel matters and the personnel implications of management decisions and plans.

The following services are examples of support available for the school to utilise within the purchased hours.

  • Recruitment, search and selection;
  • Contract writing;
  • Workforce remodelling;
  • Remodelling administration structures;
  • Disciplinary, capability and competency procedures;
  • Employee relations matters;
  • Performance management systems for teaching and non-teaching staff;
  • Headteacher and SMT Support;
  • Grading and Salary Reviews;
  • Bespoke school employment policies and procedures;
  • Race and disabilities audits;
  • Equalities audits.

What this service does not include:

The local authority is the employer of staff in community, voluntary controlled, community special and maintained nursery schools [Education Act 2002 s35(2)]. The local authority has certain statutory personnel functions regardless of which provider supplies your personnel support services.
The local authority’s retained statutory duties for its maintained schools include:

  • Carrying out pre-employment checks
  • Ensuring staff meet any qualification requirements
  • Sending particulars of employment to staff appointed by the governing body
  • Advising schools on the grade or remuneration to be paid to support staff on receipt of the intended job description from the governing body
  • After proper procedures, where a governing body determines a member of staff should cease employment, the LEA shall give that member of staff notice of termination or terminate their contract
  • Administration of teachers' pensions

For schools not maintained by the local authority, ECARDA is able to support the first five of these functions.
